Aarti Dogra, an IAS officer of the Rajasthan cadre, hails from Dehradun, Uttarakhand. She accomplished a remarkable feat by clearing the UPSC exam on her very first attempt in 2006. Born in July 1979, she is the only child of her parents, Colonel Rajendra Dogra and Kumkum Dogra.
Right from her childhood, her parents were well aware of her disability. Despite this, they supported and encouraged her throughout her journey. Aarti’s determination and hard work enabled her to overcome challenges and achieve her dream of becoming an IAS officer.
Education of Aarti Dogra
Aarti Dogra did her early education from Welham Girls’ School, Dehradun. After that, she graduated in Economics from Lady Shri Ram College, University of Delhi.
From Inspiration to Achievement
While Aarti was studying, she got the chance to meet IAS officer Manisha Panwar, and that meeting changed her life. Manisha’s journey and accomplishments inspired Aarti, and she decided to become an IAS officer too. With excitement and strong determination, she started preparing for the UPSC exam.
In 2005, Aarti took the UPSC exam for the first time. She worked hard and stayed dedicated, and all her efforts paid off when she achieved an amazing 56th rank on the All India level.

Banko Bikano Campaign
During Aarti’s tenure as the District Collector of Bikaner, she initiated the “Banko Bikano” campaign with a vision to establish an open defecation free society. To achieve this goal, toilets were constructed in every village under her leadership. The campaign successfully covered 195 gram panchayats, making a significant impact.
Aarti utilized mobile software for effective monitoring and implementation of the campaign. Her dedicated efforts and commitment to this cause caught the attention of Prime Minister Modi, who appreciated her commendable work.
